1.SUMMARY
The mission of the Operations Division of the International Staff is to prepare NATO for the defence of Alliance territory, to respond to crises at home and abroad, and to strengthen the capabilities of partners. The Operations Division advances the three core tasks of the Alliance (Collective Defence, Crisis Management, Cooperative Security) by providing situational awareness, advance planning, well-exercised and executed crisis-response, and outcome-oriented defence and related security cooperation programmes.
Within the Operations Division (OPS), the NATO Situation Centre (SITCEN) is the central agency within the Alliance used for the receipt, exchange and dissemination of political, economic and military intelligence and information. SITCEN is organised and equipped to provide comprehensive advice and support to the North Atlantic Council (NAC), Military Committee (MC) and its supporting committees in consultative and crisis management activities. The Watch Section provides 24/7 Situational Awareness to NATO HQ while the Geospatial Section is the focal point for all Geospatial Information matters. It is responsible for ensuring the provision and designation of geospatial information through the NATO Secret network at NATO Headquarters, in support of senior decision-makers, intelligence analysts, task forces and exercises.
The incumbent, as directed by the Head Geospatial Section and the Executive Management (EM) – Information, Communication and Technology Management (ICTM)/Integration and Coordination Unit, is responsible to enable the development of assigned geospatial and space projects in support of specific SITCEN – Geospatial Section Programme of Work (Pow) as defined by the Extra Budgetary Fund specific for the 3SAS project. S/he will be responsible for the implementation of new systems and software packages in support of business requirements. S/He is responsible for scoping, planning, executing and monitoring the project to remain on schedule and within budget. S/He manages the relationship between technology and business at the project level.
2.QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
- have a university degree in Information Systems, Computer Science or other relevant discipline;
- have a minimum of 2 years’ experience in the organization and management of multi-year projects in International Organizations;
- possess a minimum of 3 years’ professional experience with a combination of project management, ICT-related procurement processes, software development and/or system integration in an ICT environment (UML, HTML, JavaScript, SQL);
- have knowledge of software development lifecycles (SDLC);
- have experience in formal project management and process improvement methodologies such as Software Capability Maturity Model (CMM), Prince2, etc.;
- have excellent written and oral communication skills; including the ability to translate technical information into verbal / visual presentations;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other; and
- be available to work outside normal office hours.
DESIRABLE
The following would be considered an advantage:
- a master’s degree level in a relevant Business/Public Administration, Project/Program Management field or Information technologies, Computer science or other relevant discipline;
- experience working in an International Organisation and/or multicultural environment;
- knowledge of Agile project management methodologies;
- project management certification, such as Prince2 or PMI Project Management Professional (PMP);
- experience managing projects implementing business application functions such as document management/handling, content management, networks, workflow and database systems;
- in-depth understanding of Web development, IT infrastructure and technologies in general;
- knowledge of Microsoft SQL Server database or other RDBMs.
3. MAIN ACCOUNTABILITIES
Project Management
Follow a structured project management methodology for activities (e.g. Prince2). Prepare in close coordination with the project staff and International Staff stakeholders all relevant project documentation, such as project plans, project initiation documents, highlight reports, end stage reports, exception reports, project closure reports, etc. as well as the post-implementation review evaluating project results. Participate in project planning sessions with Project Managers, Business Analysts, Technical Analysts and other development team members to analyze business and technology requirements and outline/select the proposed technical solutions.
Knowledge Management
Participate in and support cross-technology process improvement initiatives. Contribute to continuous improvement by leveraging quality improvement methodologies (CMM, PMI, Prince2, etc.). Organize and run meeting of project staff, internal clients and suppliers (internal and external). Gather business and technical information in support of project and task planning and decisions, and document requirements. Apply knowledge of Organization standards and vendor practices in project management to ensure successful delivery of the project.
People Management
Coordinate with the members of the team involved in the project to define and develop essential projects’ documentation and reports, including package integrators/software developers, technical and data analysts, documentation specialists and testers. Contribute input to the people management side of change management strategies to transition to the new processes. Oversee activities of the more junior staff members and facilitate team interaction.
Stakeholder Management
With the project team, liaise and coordinate with numerous project partners, both within NATO and with external stakeholders. Communicate difficult/sensitive information tactfully. Deliver informative, well organised presentations. Prepare the relevant documentation and participate to various presentations. Throughout the project lifecycle, ensure projects’ reporting.
Information Management
Act as the focal point for the release of projects’ related information to and from ICTM. Produce and maintain oversight on all required projects’ documentation and reports. Work with information management and security staff to ensure that applications comply with relevant policies and procedures regarding access and use of information. Provide informative meetings to the Geospatial Section on projects’ opportunities and updates on processes and activities.
Expertise Development
Utilize a rigorous process of tracking tasks, schedule, and controlling project risks and issues. Help analyse and discuss the potential risks/benefits involved in using specified technology solution to address the project requirements. Work with procurement, software and hardware vendors to develop Statements of Work (SoW) or Objectives (SoO) and conduct other aspects of the acquisition process. Proactively develop skills in areas such as planning and organization, new technology and effective communication.

4. INTERRELATIONSHIPS
The incumbent is a dual-hatted position and reports directly to the Head, Geospatial Section for the operation and project activities of the Geo Section and to the EM – ICTM/ICU . S/He works closely with the project staff members of the Geo Section as well as with other staff members in the Operations Division and EM - ICTM as well as throughout the Organization. S/he coordinates - as appropriate - with staff members of various Divisions from the NATO HQ for assigned projects.

6.TIMEFRAME
The ICT Project Manager position is expected to last 36 months, extendable beyond based on project requirements and project budget.
7. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years, which may be renewed if required to support this project.
Contract clause applicable:
This post is required for a limited period to support the 3SAS project. As employment in this post is of limited duration, the successful applicant will be offered a definite duration contract of 3 years duration ,which may be renewed if required to support this project.
If the successful applicant is seconded from the national administration of one of NATO’s member Stat es, a 3 years definite duration contract will be offered, which may be renewed if required to support this project, and subject also to the agreement of the national authority concerned.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
